The president is no republican (at least not what was considered a republican years ago).
In a reaction to the democrat plans for universal health care, Bush states he wants to work it out before he leaves office:

...Bush will urge Congress to join him in seeking coverage for all Americans.
"He'd like to see the larger debate begin," Leavitt said. "The very best opportunity we have may well be in the next 15 months."
