Freehold streets, utilities scheduled for upgrades

FREEHOLD- Improvements to Freehold Borough's streets and utilities will continue after Borough Council members adopted ordinances that call for the issuance of bonds that will allow the town to proceed with the projects.
The improvements will include road repairs to Center Street. In addition, Court Street, Conover Street and Ward Avenue will have engineering designs for road improvements drawn up this year, with work on those thoroughfares most likely to begin in 2009, according to Borough Administrator Joseph Bellina.
A council meeting on April 7 saw officials appropriate $1.28 million, which included a $210,000 New Jersey Department of Transportation grant, a $197,000 Community Development Block Grant and $30,250 as a down payment required by local bond law to do the work. According to Bellina, the improvements on Center Street will begin this summer.
In order to finance the cost of the improvements not covered by application for the down payment and grants, negotiable bonds were authorized to be issued in the principal amount of $842,750.
Also adopted at the council meeting were two ordinances relating to the Freehold Borough Water and Sewer Department.
According to Bellina, $272,000 will be appropriated, with a down payment of $13,600, for the purpose of financing improvements to the Freehold Borough water and sewer utility. In order to finance the improvements, negotiable bonds in the amount of $258,000 were authorized to be issued.
Improvements to the water plant on Waterworks Road include the rehabilitation of wells No. 3, No. 7 and No. 8.
"Anormal pump will last from between five to seven years. Our No. 3 pump is over 8 years old," Bellina said, adding that the work on the wells will be done later this year.
Also scheduled is replacing the shed at the water plant that houses wells No. 7 and No. 8.
And, a design plan for a new roof on the adjacent water plant building will be drawn up with the appropriated funds, according to Bellina, who said officials will not know what repairs the roof will need until they see the completed plan.
Additionally, funds will be used for pipe repairs and replacements at the Waterworks Road water plant, as well as the conversion of the Kingsley Square II pump station.
Also on tap for the water-sewer plant is the appropriation of $100,000, with a down payment of $5,000, to perform improvements to the utility, including water and sewer line upgrades to Center Street that will be necessary as the road work on the street progress. In order to finance the cost of the improvements, negotiable bonds will be issued in the amount of $95,000.
