"The Uniform Construction Code of the State of New Jersey states that construction permits are requires for any structure intended for swimming or recreational bathing that can hold water 24 inches or more in depth. This includes in-ground pools, above ground pools, and on-ground swimming pools, as well as inflatable children's pools, hot tubs, and spas.

24 inches of water and you need a permit people.
Of course, this is not something examined or discussed by the council, but rather it is adopted by them wholesale along with numerous other Uniform Construction Code provisions. Let's face it, no one would have time to examine every aspect of life that our government wants to regulate so they just accept what this group says.
How do you know if you are in compliance with the Uniform Construction Code? Who knows? It is not a common book, and it is not even at the local or county libraries (on the small chance you would even think of consulting it). It is not even at the law library in the courthouse.
What is the Uniform Construction Code? It is a code written by evidence experts and attorneys to be used primarily as a vehicle in civil litigation. WHo else would pass a regulation that inspection is necessary on a 24 inch inflatable kids pool.
