The home is a perfect balance of old charm and modern amenities, said Noone, who resides there. The ordinance and licensing for B&B establishments in FB require that they be owner occupied. I did not get the impression from this article that the Berryman's also "reside" at the Hepburn House.

FB zoning code (2003 vintage, but I'm pretty sure this hasn't changed any since then): 18.04.040 Definitions and interpretation.
B. Definitions. Certain words and terms in this title are to be interpreted as defined below: <snip of non-relevant definitions> "Bed and breakfast residence" means a private, single-family residence that is year-round owner occupied, which provides overnight lodging for no more than twelve (12) transient guests as a subordinate use, and provides breakfast only for registered guests and their visitors before noon each day. Multifamily dwellings may be converted to bed and breakfast residences so long as there is only one owner occupant family residing in the residence.
There was some fear at the the time of the B&B ordinance's passage that it would lead to rooming houses springing up all over town; the owner occupied provision was (IIRC) included to assuage those fears.
