"we awarded the $25K vision study grant to Schoor DePalma"
Why a grant is better than a multi vendor seald bid for a vision study?

The grant involved is the funding for the study received by the Borough from the state, not a grant from the Borough. The town solicited and received bids for the project, and the contract was awarded to Schoor DePalma. There are several threads/articles elsewhere on the board regarding this; in lieu of reading them, the short version is at www.app.com/apps/pbcs.dll/article?AID=/20061109/REPORTER03/611090493/1099

This article (linked to in the other thread) is no longer available from the APP website, but here is the pertinent info:
The borough recently received a $25,000 state grant to fund the study and is seeking proposals for the work from planners.

LOL! We are certainly NOT in any position to be issuing our own grants. We get them from other sources (state, feds) and we use them, appropriately.
One of Administrator Joe Bellina's greatest strengths is in securing grants for our town. He is excellent at this. Bob Casey was not nearly as good, when I last served. It was always a complaint of mine that we weren't getting enough grants and were bonding more to get our projects done.
Grants are a labor intensive and often disappointing effort. You solicit for so many more than you ever hope to receive, due to the overwhelming competition for limited available dollars.
