The Borough Council last week introduced an ordinance change that would exempt homes from the district's special assessment. The downtown district adds a fee, which has ranged from 25 to 30 cents per $100 assessed property value, on residential and commercial land within it since the district was established in 1991. The assessment funds the budget of the Freehold Center Partnership economic development corporation, which this year was $365,175. The district covers most of the borough's commercial district, said Jayne Carr, Freehold Center Partnership executive director. Carr said she believes only two homes in the district are completely residential properties. If any part of them becomes commercial, they would be assessed, she said. A complaint from Pat Gike of Main Street prompted the ordinance review, Carr said. A public hearing will be 7:30 p.m. Sept. 5 at borough hall.
