Municipal register will detail board vacancies

FREEHOLD — Residents who want to volunteer their time on a Freehold Borough board or commission will now be able to more easily determine what opportunities are available.
The Borough Council recently adopted
Citizens Service Act ordinance. The council’s action dovetails with the passage of a 2009 state law, the Citizens Service Act.
The ordinance states that its purpose is to “foster the openness of government and provide citizens with information concerning the various appointed municipal positions which exist in Freehold Borough.”
According to the ordinance, the borough clerk will be required to keep a register of appointed positions. The register will be made available on the borough’s Internet website and at Borough Hall.
The register must include the following:
• The title of each appointed municipal position.
• A brief description of the position’s powers, duties and obligations.
• Any special credentials or qualifications that are required to hold the positions.
• The length of term for the position.
• The name of the person(s) currently holding the positions, the expiration date of his, her, or their terms, and the number of vacant seats on the board or commission.
• The dates/times and frequency of any meetings which the holder of the position must attend, if so established.
• The appointing authority for each board or commission, and who confirms each appointment.
The clerk will also need to maintain a list, updated monthly, of all existing vacancies for each appointed municipal position in the borough. The list must be made available free of charge at the clerk’s office and posted on a bulletin board for public announcements in the municipal building and on the borough’s website.
According to the ordinance, a vacancy will not be filled for 30 days from its posting in order to allow interested parties time to submit an application, unless the position is essential for carrying on the business of the local agency in which the vacancy has occurred.
Residents may place information on file indicating the boards on which they would be willing to serve.
The ordinance contains a clause that exempts people who are currently serving on boards from submitting an application. It states that “any volunteer currently serving on a committee, board or commission or other appointed entity shall not be required to submit an application in order to continue service or to be appointed to the same appointed entity at the expiration of the current term.”
